Provides projections of operating cost indices for health care facilities plus cost escalation forecasts for the
individual expense items purchased by the facility. The operating cost indices, also known as market basket
indices, were developed by the Health Care Financing Administration (HCFA) for use in the medicare
reimbursement system. Each operating cost index is a weighted average of price and wage indices for the

approach combines a detailed bottom-up appraisal of a city's economic structure with the consistency of a top-
